In 2019, the staff of Covington, Kentucky, partnered with enCodePlus’ sister company, Kendig Keast Collaborative, to update their Neighborhood Development Code (NDC). One of the goals of the update was to provide for the preservation of the unique development character of their city. enCodePlus staff created a custom-designed code drafting portal that permitted the NDC update to use a more modern form-based format showcasing the diversity of the city through multiple images and an eye-catching layout. During the review process, city staff and stakeholders were able to view an attractive website dedicated to the presentation of the NDC and easily leave comments on drafts.
Once the code was adopted in 2020, enCodePlus staff developed a number of features to make the code more accessible to the public. These features include: linked definitions and cross- references; a search tool; an interactive zoning map; a page displaying commonly referenced tables; development calculators for buffer, landscaping, lot and building area, parking, and signage standards; and a Land Use Look Up tool. In addition to these, a Frequently Asked Questions page and a “How to Use this NDC” section help users understand how to navigate the new code. From concept to adoption, Covington has trusted Kendig Keast Collaborative and enCodePlus to help them create the best development code possible.
