In 2020, the town of Harrisburg, NC, partnered with Kendig Keast Collaborative (KKC) to update their existing Unified Development Ordinance (UDO). They drafted the new language in the enCodePlus system, which let all editors work in the same version of the document using track changes and create attractive publications for draft review. The new UDO was adopted in 2021 and went live in its enCodePlus portal, along with an interactive GIS map, a Land Use Lookup for finding uses permissible by zoning district, and Quick Tables for easily referencing tables in the UDO. Harrisburg staff was so pleased with the appearance of the UDO in its enCodePlus portal that they decided to incorporate the rest of their Code of Ordinances in 2022.
A special feature of the Harrisburg portal is the inclusion of archived Meeting Minutes. While many communities include access to the agendas and minutes from Council and committee meetings on their official government sites, Harrisburg decided to include this information on their enCodePlus portal instead. Combined with the links to codified ordinances found in footnotes and the Ordinance History Table, this keeps all Code of Ordinance-related documents in one location.
Citizens of Harrisburg are now able to explore the town’s full Code of Ordinance, including the town Charter and Unified Development Ordinance, as well as related ordinance information, by using one website link. Together, enCodePlus, Kendig Keast Collaborative, and the town of Harrisburg created a modern home for their regulations that is attractive and easily accessible to everyone in the community.
